Social impact bonds hold promise for addressing some of Colombia’s most complex problems. With a youth unemployment rate over 19 percent governments increasingly focus on creating stable upward trajectories for young Colombian. These trajectories must resolve multifaceted and interconnected challenges that range from lack of money, to unstable families, to inadequate educational opportunities.
